These payments are distributed to eligible seniors renting in the private market. The program objective is the reduction of rent-to-income ratios for elderly residents.

3. Target Demographic and Eligibility Parameters

Program participation is restricted to individuals meeting specific administrative criteria. Compliance with the following parameters is mandatory for application processing:

  • Age Requirement: Minimum 60 years of age.

  • Income Thresholds:

  • Residency Duration: Minimum 12 consecutive months of residency in British Columbia.

  • Rent-to-Income Ratio: Rent expenditures must exceed 30% of gross monthly household income.

  • Tax Compliance: Applicant must file an annual income tax return with the Canada Revenue Agency (CRA).

  • Citizenship Status:

Exclusion Criteria:

  • Residents in subsidized housing units are ineligible.

  • Residents in Ministry of Health funded care facilities are ineligible.

  • Co-operative housing shareholders are ineligible.

  • Recipients of income or disability assistance under the BC Employment and Assistance Act (with specific medical-only exceptions) are ineligible.

4. Operational Procedure: Application Protocol

The application process consists of three distinct procedural steps. Precision in documentation is required for approval.

Step 4.1: Documentation Retrieval

Application forms must be obtained through authorized channels:

  • Electronic Download: Accessible via the BC Housing website.

  • Postal Request: Telephonic request via 604-433-2218 or 1-800-257-7756.

  • In-Person Retrieval: Local BC Housing regional offices.

Step 4.2: Supporting Document Attachment

Applications must include verified documentation. MDSHS recommends verifying the SAFER Application Checklist.

Income Verification Requirements:

  1. CRA Consent: Completion of the Income Verification Request Form.

  2. Tax Records: Previous year’s Income Tax Return and Notice of Assessment (T451).

  3. Current Earnings: If income has fluctuated, submit direct deposit bank statements or employer letters.

  4. Self-Employment: T2124 or T2125 forms for business activities.

Age and Residency Verification:

  • Birth certificate.

  • Passport.

  • Driver’s license.

  • BC Identification Card.

  • Permanent Residence Card (if applicable).

Step 4.3: Submission Channels

Completed dossiers must be submitted to BC Housing. Originals should be retained; only photocopies are accepted.

  • Digital Upload: Via the Program Upload Form.

  • Fax Transmission: 604-439-4729.

5. Financial Disbursement Framework

Approved supplements are issued via electronic fund transfer (EFT). Cash payments are credited on the final business day of each calendar month.

  • Minimum Benefit: $50.00 per month.

  • Maximum Rent Ceiling (April 2025): $1,150.00 for single individuals and couples.

  • Taxation Status: Payments are non-taxable benefits. Receipt of over $500.00 in a fiscal year requires declaration via T5007 statement.

6. Maintenance of Program Eligibility

Recipients must adhere to reporting requirements to prevent benefit suspension.

  • Annual Reapplication: Forms are dispatched three months prior to the recipient's birth date. Failure to return documentation results in termination of benefits.

  • Data Updates: BC Housing must be notified of changes in address, rent amounts, or household composition.

  • Bank Updates: Changes in banking institutions require a new Direct Deposit Form and a void cheque.
